The second issue is mostly this, and it is what a fortnightly report is for.
What it is
An audit tells you where you stand once. Twelve audits a year tell you the same thing twelve times. What is worth paying for is the difference between them.
Each issue is compared with the previous one theme by theme, in percentage points. A theme has to move at least ten points and carry at least three findings on both sides before it is reported as movement — which is what stops a quiet fortnight producing a page of noise.
How far it goes
A fortnight where genuinely nothing moved says so in one line rather than being padded to look like an issue.
